Job Description


Responsible for planning, designing, implementing, and maintaining the enterprise wide area data network. Is considered an expert in the technical aspects of networks and security devices. Makes solid, well thought out, technical recommendations to the Network Services Manager. Provides guidance to the Network Engineers.



Leads daily operations for the team, providing clarification on priorities and work assignments.

Assists with coordinating technical staff support (internal and external) for escalated problems.

Provide regular updates to Network Services Manager on activities the team is working on.

Strategic Planning and Design

Creates and maintains short and long-term network architecture plans and connectivity strategies.

Leads the recovery from a disaster or a major network or system outage.

Provides detailed project management documentation for all major network projects and strategic plans.

Identifies, evaluates, recommends, new network technologies.

Serves as the first point of escalation for the application engineering team.

Architectural Review Board

Participates in Architectural Review to ensure new systems are appropriate for the CH environment

Working with all engineering disciplines, customers, vendors, and management, will make recommendations leading to decisions on whether to implement all computer systems being contemplated for the CH organization.

Leads Architectural Review meetings on a rotating basis.


Creates and maintains network documentation.

Oversees network capacity planning, monitoring and reporting.

Responsible for auditing the network.

Responsible for identifying, evaluating, and implementing HW and SW security devices.

Responsible for WAN circuits; managing, supporting, ordering, installation and documentation.

Identifies and implements performance and operational improvements.

Oversees the monitoring, identification of performance, and operational problems with the network.

Troubleshooting and Problem Resolutions

Works to resolve all issues in a timely manner.

Manages the logging, documenting, and communication of problems and resolutions.

Provides assistance to Network Engineers with escalated issues as necessary.

Provides reporting that proactively identifies more complex problem areas with trending activities.

Performs identification, isolation and resolution of issues with documented solutions.

Change Management

Follows change management procedures and requirements provided by the organization.

Updates network documentation to reflect change.

Maintains compliance of all team members for following procedures and documentation.


Adheres to Confluence Health’s Employee expectations and Teamwork.

Participates in on-call rotation and responds in a timely manner as defined by management.

BS/BA preferred or comparable experience.

5+ years network engineering experience supporting and maintaining local and wide area networks.


Certifications: Cisco CCNP

Preferred: Cisco CCIE

Optional: Juniper Networks Certification (JNCIP/JNCIS/JNCIE)

Effectively plan (including costs), develop and implement strategic and DR plans.

Identify, plan (including costs) and implement new data network technologies and projects.

Perform network capacity planning and implementation.

Maintain network road map and detailed network maps.

Utilize network sniffing tools to log, analyze and resolve pervasive network issues.

Configure and troubleshoot WAN, LAN and WLAN technologies.

Expertise in:

OSI model with specific emphasis on layers 1 through 3.

Routers/switches, wireless systems, Cisco, Juniper, F5 and Palo Alto equipment.

VLAN trunking, tagging and routing.

VOIP, TCP/IP, OSPF, ATM, SNMP, PPP, MPLS, and frame relay.

802.11x wireless technologies.

Network operating systems; network security procedures, audits.

Providing Quality of Service (QoS) to network resources.
