Confluence Health’s patient condition information release policy complies with the Health Insurance Portability and Accountability Act (HIPAA) of 1996. Under HIPAA’s privacy rule, Confluence Health limits disclosure of personal patient health information, even among hospital personnel. As a result, hospital public relations representatives will be limited in their ability to respond to media requests.

We use standard language acceptable under HIPAA laws and Washington State Hospital Association guidelines to describe patient conditions:

  • Undetermined: Patient is awaiting assessment.
  • Good: Vital signs are stable and within normal limits. Patient is conscious and comfortable. Indicators are excellent.
  • Fair: Vital signs are stable and within normal limits. Patient is conscious but may be uncomfortable. Indicators are favorable.
  • Serious: Vital signs may be unstable and not within normal limits. Patient is acutely ill. Indicators are questionable.
  • Critical: Vital signs are unstable and not within normal limits. Patient may be unconscious. Indicators are unfavorable.
  • Treated and Released: This could mean the patient was sent home or to another facility.
  • Confirming Patient Deaths: We will report or confirm a patient’s death only after signed consent from next of kin.

Confluence may not share the above information if the patient or patient’s guardian has provided instructions not to do so. The hospital may not be able to disclose a patient’s location within the facility. Specific written authorization is required from the patient or guardian to provide more information including a statement beyond a one-word condition, an interview with the patient or photos of the patient.

The hospital may release general information to dispel public anxiety. Media inquiries regarding matters of public record should be directed to the appropriate governmental agency such as the police or fire department, medical examiner’s office or health department.

To ensure the safety, privacy, and comfort of our patients and staff, all media visits to our facilities must be planned and approved in advance through the appropriate communications or public relations representative. Media personnel are required to be escorted by an authorized representative while on-site. Under no circumstances should media activity interfere with patient care, clinical operations, or the healing environment. Filming, photography, or interviews in patient care areas are strictly prohibited without prior written consent.

Demonstrating Community Need

As part of the Affordable Care Act, tax-exempt hospitals are required to complete a Community Health Needs Assessment (CHNA) once every three years. In 2022 and again in 2025, a CHNA was conducted and identified the greatest health needs in our community. The 2025 report includes a comprehensive assessment of Chelan, Douglas, Grant and Okanogan Counties in the state of Washington. These analyses include a careful review of the most current health data available, demographics and input from numerous community representatives.

The process culminates in the development of an implementation plan to address the significant needs identified through the CHNA. The CHNA and implementation plan report were presented to, and approved by, the hospital board on November 11, 2025. Confluence Health will utilize its 2025 plan as a guide over the next three years to offer programs that support the health of the community and the mission of the organization.
